Grant to Washington, DC nonprofit organizations, for-profit enterprises, and universities and colleges to purchase or maintain equipment for the sanitary removal of sewage from boats. Funding is intended to enhance local water quality and increase compliance with the District of Columbia’s ordinance prohibiting the discharge of sanitary sewage from vessels, D.C. Official Code § 8-103.06 (m).
The District of Columbia Department of Energy and Environment, Fisheries and Wildlife Division (DOEE), seeks projects to be included in a grant application to the U.S. Fish and Wildlife Service (USFWS) Clean Vessel Act grant program, CFDA 15.616, for funding to purchase or operate and provide maintenance for boat sewage pumpout systems, portable pumpouts, or pumpout boats for use with recreational vessels in District of Columbia waters.
DOEE seeks applications from parties interested in supplying marine sanitation services to recreational boaters as defined in 50 CFR 85—Clean Vessel Act Grant Program. As defined in 50 CFR 85, a recreational vessel is a “watercraft manufactured for operation, or operated, primarily for pleasure. This term includes any watercraft leased, rented, or chartered to another for the latter's pleasure.” CVA-funded facilities and equipment including pumpout boats are for service of recreational boats.
Eligible equipment includes pumpout systems, pumpout boats, and portable pumps.

Starting from the date of DOEE’s award to the recipient, all project work must be complete by September 30, 2022. This period can be extended and additional funding provided, depending upon the availability of funds, the grantee’s performance, the grantee’s capacity, and the continued need for the grant’s purpose.
